Write a testable question

Replace a broad goal such as improve efficiency with a specific question about a recurring delay, loss or finding. Define the conditions under which a comparison would be meaningful.

Protect the baseline

Document the calculation, time window and data sources. Keep the baseline available when definitions change. Report missing information rather than silently treating it as zero.

Record the decision and outcome

Connect an observation to an action owner and review date. Compare the outcome with the original question, acknowledge other changes and retain what the team learned for the next cycle.
